Federal rule 16 CFR 1211 requires a residential door moving downward to begin reversing within two seconds of contacting an obstruction and then return to fully open. That is why the behavior looks so decisive: the door does not hesitate or grind, it simply goes back up. An operator doing this is reporting a condition, not failing.
